Fueled by the desire to make a positive impact on communities, Patrick has lead more than $500 million in project initiatives throughout Texas. Patrick earned a MA in Public Administration from Texas A&M University, where he gained a keen understanding of complex planning, community and economic development issues.

Kenneth CoignetVice President

As an expert in planning and a master of customer service, Kenneth develops new business relationships and oversees the firm’s planning efforts. Ken joined Public Management, Inc. in 1998. He has a BS in Geography and a MA in Geography – Land/Area Development and Management from Southwest Texas State University.

Nicholas is a CDBG Certified Project Manager with more than a decade of experience in administration, risk management, compliance and finance. Nicholas joined Public Management in 2006 as a Project Manager and Compliance Specialist. He holds a BBA in Finance from Sam Houston State University.

Jake McAdams is the Regional Project Manager for the North Texas area. He holds a MA in Public History from Stephen F. Austin State University, and is a state certified CDBG Administrator. Jake joined Public Management, Inc. in 2014.

Lisette Howard has more than a decade of project management and environmental experience. She joined Public Management in 2018 and leads programmatic implementation. She holds an MA in Science-Kinesiology from the University of North Texas. Lisette resides in McKinney, Texas, and implements various funding initiatives for the Central and North Texas regions.

Morgan Verette has years of experience managing complex funding opportunities for client projects. Morgan joined Public Management, Inc. in 2018 after completing her Business Administration degree from Angelo State University. Morgan resides in the Anson, Texas, and provides direct support and management of client projects in the Central and West Texas regions.

Michael Migaud is a certified Envision Sustainability Professional (ENV SP) and leads strategic project implementation. Michael joined Public Management in 2020, after completing his Masters Degree in Public Administration from Texas A&M University. Operating from the Houston, Texas, office, Michael leads client funding initiatives in South East Texas.

Miriam Moran has nearly a decade of project management experience in both the public and private sectors. A native Houstonian, Miriam received her bachelors degree from Florida State University in 2014 before returning to Texas. Miriam joined Public Management, Inc. in 2022 and oversees major disaster recovery initiatives in South East Texas.

Dalton AikenProject Manager / GIS Technician

Dalton Aiken is a certified project manager and is a licensed Part 107 drone pilot. Dalton joined Public Management, Inc. in 2020 following the completion of his Geography degree from the University of North Texas. Dalton works from the Granbury, Texas, office and implements all project mapping and GIS initiatives for the North and West Texas regions.

Aron Miller has over five years administration compliance experience. Aron holds a degree in Sociology from Texas Tech University and joined Public Management, Inc. in 2020. Aron works in Houston, Texas, and provides direct support and management of client projects in South East Texas.

Kobe HernandezAssistant Project Manager

Kobe Hernandez joined Public Management, Inc. in 2022 as an Assistant Project Manager. Kobe graduated from the University of Texas at San Antonio with a Business Administration degree in 2021. With over five years of logistics and task management experience, Kobe provides continual support for Project Managers
