In The Beginning:

Public Management,Inc. had its beginnings in 1982 as a sole proprietorship belonging to J. Andrew Rice. In 1992, Public Management, Inc. was founded when Mr. Rice joined with David A. Baker, another sole proprietor in the same field.

Public Management is currently a well respected and reasonably well known planning, management and financial consulting business to small governments in the State of Texas. It is profitable and has capable and stable employees. Its business has grown each year from its inception.

Many small political subdivisions in the State of Texas find themselves in need of professional planning, management or financial services because they either do not have the qualified staff to administer a special project or issue or they have a qualified staff that does not have the time to devote to a special project or issue. Public Management's goal is to fill that gap with experienced and qualified individuals and support services.
